Kids should go to sleep when they are tired. If they get enough exercise they will fall asleep soon enough. They may be tired for a day or so if they need to get up early but they will adjust and go to sleep earlier.

I guess it depends on what age the child is. They will learn how to listen to their bodies and when it is telling them they are tired. If they stay up too late and suffer the consequences the next day, hopefully they have learned that they need more sleep.
